In reality, it is urgent to fully and accurately understand the principle of the party's management of talents, and further solve three misunderstandings: the party's management of talents restricts the development of talents; The party's management of talents is simply equivalent to the organization department's grasping of talents; the party committee's work of grasping talents is opposed to the government's grasping talents. We must always adhere to the correct political direction, strengthen the party's unified leadership over talent work, and implement the principle of the party's management of talents throughout the entire process and all links of reform. In addition, in the leadership system of the party's management of talents, there are still "three major problems" that need to be solved urgently: First, the positioning of the organization department and the human resources and social department. The organization department is mainly strategic management, and the human society department is mainly executive management; second, the division of functions between the organization department and each business department. From a global perspective, one of the important reasons why some economically developed countries have become global talent gathering places is that these countries have a complete system of talent laws and regulations. Talent legislation can be started from three aspects: first, we should comprehensively sort out the talent policies and regulations formulated in the past, timely clean up some outdated documents and regulations, and be in line with international rules in the formulation of talent policies; second, we should comprehensively plan and build a talent law and regulation system around the goal of better implementing the strategy of strengthening the country with talents, Form a sub-system and multi-level legal and regulatory framework, to maintain the openness, authority and continuity of the various policies and systems of talent work; third, we must earnestly take the construction of the talent legal environment as an important part of the "better implementation of the strategy of strengthening the country with talents.

At present, because the assessment mechanism of the party's management of talents has not been well established, to a considerable extent, the work of talents is still only verbal or documented, and has not been well implemented.
